DCJ is one of four divisions within the Colorado Department of Public Safety (CDPS). The Colorado General Assembly, in establishing DCJ, declared that "its purpose is to improve all areas of the administration of criminal justice in Colorado both immediately and in the long term." DCJ addresses its mandate in Colorado through education, research, grants administration, coordinated program management, policy development and analysis, and support for state and local policy makers and managers of the criminal justice system. DCJ is one of several monitoring and regulatory agencies of community corrections in the state of Colorado.

Community corrections boards are authorized under Title 17, Article 27 of the Colorado Revised Statute to administer funds allocated by the Colorado legislature through the Division of Criminal Justice (DCJ) for community corrections placement. Boards enter into contracts with programs to provide services for and supervision of offenders. In an effort to promote public safety, boards establish and enforce standards of operation of programs and exercise authority to accept or reject any offender referred for placement.
