Overview

ComCor’s Diversion facility provides correctional and treatment services for Federal Bureau of Prisons offenders pursuant to the guidelines established in the Bureau of Prisons (BOP) Statement of Work and related BOP policy statements for Residential Reentry Centers. These clients are under the jurisdiction of the Federal Bureau of Prisons. The facility also provides correctional and treatment services for clients under the supervision of the United States Probation Office (USPO). ComCor’s federal programs comply with all applicable American Correctional Association “Adult Community Residential Standards.”

 
Eligibility

Eligibility for placement in one of ComCor’s federal programs is based on ComCor’s established criteria and allows the BOP Program Supervisor a means of assessing each offender’s acceptability into the program in order to enhance the offender’s chances for successful release and a law-abiding life. Careful consideration is given to each offender in order to ensure that the public is protected from undue risk.

 
Referral Process

Referrals to ComCor’s BOP Institutional Transfer program are initiated by the Bureau of Prisons Community Corrections Manager (CCM). The CCM sends the referral to ComCor requesting a specific placement date. ComCor responds to the CCM and provides an acceptance letter, subsistence collection agreement and a copy of ComCor’s rules and regulations to offenders who will be transferring from a BOP institution to ComCor.

Referrals to ComCor’s Public Law program are initiated by the Federal courts and are for offenders on federal probation or parole supervision. For these types of referrals, ComCor sends an acceptance letter, subsistence collection agreement and a copy of ComCor’s rules and regulations directly to the offender, with copies to the probation or parole officer.

ComCor’s Pre-Trial federal program accepts offenders who are pending a court disposition on their case in Federal court. For those federal offenders who are under the jurisdiction of the United States Probation Office (USPO) as pre-trial offenders, ComCor sends the acceptance letter, subsistence collection agreement and a copy of ComCor’s rules and regulations directly to the individual and a copy to the USPO office.

 
Program Information

Clients participating in one of ComCor’s federal programs are assigned a case manager, and a thorough intake and program overview are conducted. A vocational needs screen may also be conducted on each individual to determine if a more thorough vocational assessment is necessary. A mental health screen is conducted on each client at the time of admission to identify any immediate mental health issues that need to be addressed.

The case manager collaborates with ComCor’s mental health clinicians, treatment staff, and vocational staff to develop an individualized program plan for each offender, which outlines the program and behavioral expectations for the individual. This program plan is based on each client’s unique criminogenic needs and risk factors.

Clients may be required to participate in treatment groups and life skills classes, including vocational classes, while they are at ComCor. Each client is monitored for alcohol and drug use, utilizing a well-established system of substance abuse testing. They are required to be accountable 24 hours per day, seven days per week, through ComCor’s established system of accountability monitoring. They are required to meet regularly with their assigned case manager to discuss progress toward objectives identified in their individualized supervision plans and to address problems that may be impinging on the client’s reintegration within the community.

Clients are required to maintain employment while in ComCor’s Federal programs and are responsible for paying restitution, court-ordered costs, child support and other legal obligations along with their program room and board fees. Clients develop individualized budgets with their case managers that are used to track their employment and financial obligations while in the program.

Participant Information
What to bring:

Clients should bring copies of all relevant court and sentencing paperwork, personal clothing items, prescriptions (must be in original prescription container and properly labeled) and necessary personal hygiene items. The total value of personal property brought to the program cannot exceed $300. All of the client’s personal property will be inventoried and will be subject to search at any time. Any substances containing alcohol are prohibited.

Orientation process:

Clients will undergo a thorough orientation process, which gives information on locations of ComCor facilities and programs, mental health, treatment and vocational services available, rules and regulations, accountability requirements (including signing in and out procedures), passes (including work- and job-hunting passes), monitoring and testing requirements for drugs and alcohol, prohibited contraband items, daily facility chores and room inspections, safety procedures, food services system, room and board requirements, employment requirements, personal responsibility for medical care, and other information that is relevant to the client’s participation in ComCor’s program.

Fees:

Individuals are expected to pay for room and board (subsistence fees) and the amount assessed is 25 percent of the individual offender’s gross pay based on existing BOP guidelines.

Visiting Hours:

Daily from 12 to 4 p.m. and 7 to 9 p.m.

BOP program participants are generally allowed to have one visit Monday through Thursday and one visit Friday through Sunday of each week.
