Overview

ComCor’s Work Release program is operated under a contract with the Colorado Springs Municipal Court and through contracts with individual clients to provide and opportunity for a limited number of these offenders to serve traditional work release sentences at ComCor facilities.

Individuals sentenced to a work release sanction by the Colorado Springs Municipal Court are referred to a ComCor facility for completion of their sentence. In addition, individuals sentenced to similar work release sanctions in jurisdictions outside of the El Paso County area may contact ComCor directly, and if the sentencing jurisdiction approves, they may have their work release sentence transferred so that they are able to serve their sentence at a ComCor facility.

The Work Release program complies with all applicable American Correctional Association “Adult Community Residential Standards,” as revised.

 
Eligibility

ComCor’s Work Release program accepts any individual sentenced from the Colorado Springs Municipal Court who has a court order to be admitted to the programPrivate placements must have the prior approval of the sentencing court, and must have made prior arrangements for placement in the program to ensure bed availability.

 
Referral Process

Individuals sentenced through the Colorado Springs Municipal Court are automatically referred for placement by the clerk of the court after sentencing.

Those sentenced in jurisdictions outside of the El Paso County area must make arrangements for placement themselves, or through their attorney, by contacting the Work Release Case Manager, Beth Stearns, at the ComCor Diversion Facility (719-260-8002, ext. 18).

 
Program Information

Clients participating in ComCor’s Work Release program are assigned a case manager who conducts a thorough intake assessment. A vocational needs screen is conducted on each client to determine if a more thorough vocational assessment is necessary. A mental health screen is also conducted on each program participant at the time of admission to identify any immediate mental health needs or issues that should be addressed.

The case manager collaborates with ComCor’s mental health clinicians, treatment staff, and vocational staff to develop an individualized work release supervision plan for each client, identifying each client’s priority problem list and outlining the goals and objectives for program outcomes and behavioral expectations. This supervision plan is based on each client’s unique criminogenic needs and risk factors, as well as any court ordered conditions or classes that may be required as a part of the client’s sentence.

Clients may be required to participate in treatment groups and life skills classes, including vocational classes, while they are at ComCor. Each client in the Work Release program is monitored for alcohol and drug use, utilizing a well-established system of substance abuse testing.  Program participants are required to be accountable 24 hours per day, seven days per week, through ComCor’s established system of accountability monitoring. They are required to meet regularly with their assigned case manager to discuss progress toward objectives identified in their individualized work release supervision plans and to address problems that may be impinging on their reintegration within the community.

Clients are required to maintain employment while in the Work Release program and are responsible for paying restitution, court-ordered costs, child support and other legal obligations along with their program room and board fees.

Participant Information
What to bring:

Clients should bring copies of all relevant court and sentencing paperwork, personal clothing items, prescriptions (must be in original prescription container and properly labeled) and necessary personal hygiene items. The total value of personal property brought to the program cannot exceed $300. All of the program participant’s personal property will be inventoried and will be subject to search at any time.  Any substances containing alcohol are prohibited.

Orientation process:

Clients undergo a thorough orientation process, which gives information on the following items.

  • locations of ComCor facilities and programs
  • mental health
  • treatment and vocational services available
  • rules and regulations
  • accountability requirements (including signing in and out procedures), passes (including work and job-hunting passes)
  • monitoring and testing requirements for drugs and alcohol
  • prohibited contraband items
  • daily facility chores and room inspections
  • safety procedures
  • dining services
  • room and board requirements
  • employment requirements
  • personal responsibility for medical care
  • other information that is relevant to the client’s participation in ComCor’s program.
Location:

Work Release program participants may be housed at any one of ComCor’s residential facilities located on North Nevada Avenue in Colorado Springs, Colorado. However, most will reside at the ComCor Diversion Facility.

Fees:

Individuals sentenced by the Colorado Springs Municipal Court are expected to pay $17 per day for room and board (subsistence fees) plus a one-time  in-processing fee of $30. Individuals who arrange for a private placement in the program are required to pay $34 per day for room and board (subsistence fees), $476 of which must be paid upon arrival (in cash, money order, or credit card).  Clients can bring their own linens or pay a one-time linen fee of $10.

Visiting Hours:

Visiting hours for the Work Release program vary by facility and are generally in the afternoon and evening hours.  Visitors should contact the facility prior to the first planned visit for additional information.
