| Organizational Background |
ComCor, Inc. (ComCor), located in Colorado Springs, is one of the largest private, not-for-profit community corrections programs in the state of Colorado and has been in business for over 30 years. ComCor was established in 1977 as the El Paso County Community Corrections Department after the 1976 passage of the Community Corrections Act by the Colorado General Assembly. In 1984, ComCor, Inc. was formed to continue providing community corrections services in the 4th Judicial District. ComCor goes beyond providing basic community corrections services by offering a unique blend of correctional services and treatment programs that provide opportunities for offenders to change their lives and make positive contributions to society. ComCor’s commitment to upholding strict standards, policies and procedures is designed to enhance public safety by minimizing offender recidivism and community risk. ComCor staff and community treatment specialists provide programs and services to offenders in a wide array of residential and nonresidential programs that are tailored to individual sentencing, treatment and community reintegration needs.

ComCor has a corporate mission statement that reflects the general purpose, overall goals and organizational values guiding all its operations. This mission statement is reviewed by the corporate board of directors annually and updated as needed. ComCor ensures that all staff members are familiar with the mission statement.

| Organizational Structure |
ComCor is governed by a local volunteer corporate board of directors that reflects the diverse community in which the organization operates. ComCor recognizes that effective channels of communication between the board of directors and the management team of the organization are critical to the success of the programs. Such channels have been developed for delegation of authority, assignment of responsibility, supervision of work, effective employee and management relations, and staff participation in the formulation of policies, procedures and programs.

ComCor's Management Team |
ComCor’s executive director, Steven C. Gilmore, reports to the corporate board of directors. The two other members of the senior management team — the director of programming and residential services, Paul M. Isenstadt, and the director of administration and nonresidential services, Sharon E. Detter — report to the executive director. All other members of the management team report to a member of senior management. Senior supervisory staff from each program report to a member of the management team. |

As a nonprofit agency, ComCor is able to utilize all revenues earned in excess of expenditures to increase services provided to offenders and maintain all facilities and operating equipment. Revenues are primarily earned from annual contracts with government entities on a per diem basis. The second major source of revenue is fees and rents charged to offenders who participate in various community-based corrections programs. Revenues from other sources such as grants, vending machines and lease income make up the remaining revenues.
The largest single category of expenditures on an annual basis is personnel services, including salaries, benefits and training. Other expenditure categories, including supplies, professional services (including community treatment specialists) and operations, account for the balance of the annual operating budget. All facilities, except leased nonresidential office space in Pueblo, are owned by ComCor without any existing mortgages. ComCor is audited annually by a firm of independent auditors in accordance with generally accepted auditing standards. |

ComCor recognizes that highly qualified and trained staff are critical in day-to-day operations. Hence we look for people who:
- have the ability to model and reinforce pro-social behaviors
- believe that offenders can change
- show the appropriate use of power, and
- demonstrate effective interpersonal skills.

ComCor currently employs approximately 165 individuals plus a cadre of professional treatment and clinical staff who provide contract services for offenders in various ComCor programs. The agency is committed to maintaining staff-to-offender ratios that support the agency’s mission of promoting public safety, reducing criminal behavior and encouraging personal responsibility. ComCor places a high value on hiring and retaining quality staff as evidenced by a high average length of service in all ComCor programs. |
